	22 of the TOP 25 Preseason Rankings each BCS year are from a small group of "Tier 1" teams, leaving only 3 spots (generally all in the 20th to 25th ranking range) for the remaining 86 BCS and non - BCS teams.
	As TABLE 2 herein demonstrates, there are 34 “TIER 1” teams (i.e., 33 BCS teams and 1 non – BCS team) that dominate TOP 25 preseason consensus rankings each year, leaving only 3 or 4 rankings for the remaining 86 teams (i.e., 33 BCS schools and 53 non – BCS teams). These remaining few rankings not taken by the TIER 1 BCS teams are almost always the last few rankings in the TOP 25 poll (i.e., 21st to 25th ), too low to realistically compete for the BCS National Championship. During the 10 – year BCS era, non – BCS teams have averaged 1 to 2 teams in TOP 25 preseason rankings with a dismal average preseason ranking of 21st. Unbelievably, while the non – BCS teams comprise 45% of all Division 1 – A teams, only 6% of all teams ranked in the preseason TOP 25 polls during the last 10 years were non – BCS teams (generally always in the 20th through 25th rankings! Like wise, only 11% or 27 non – BCS teams (with an average final ranking of 16th) finished in the final TOP 25 rankings.
